Battleship (BB-47)
Act Act of 29 August 1916:

"._._. The President ._._. is hereby authorized to undertake prior to July first, nineteen hundred and nineteen, the construction of ._._.

"Ten first-class battleships, carrying as heavy armor and as powerful armaments as any vessels of their class, to have the highest practicable speed and greatest desirable radius of action; four of these at a cost, exclusive of armor and armament, not to exceed $11,500,000 each, to be gugun as soon as practicable.

"._._. Provided, That the ._._. vessels  directed herein to be begun as soon as practicable shall be contracted for or shall begun in navy yards within six months from the date of the approval of this Act.

"The Secretary of the Navy is hereby directed to submit to the Congress ._._. a report on the largest battle ship which can be undertaken in the United States in the present state of the shipbuilding and engineering sciences ._._. and he shall further report on the desirability of building one or more such vessels. ._._."

Washington (BB-47) was laid down on 30 June 1919 at Camden, New Jersey, by the New York Shipbuilding Corp.; reclassified BB-47 on 17 July 1920; launched on 1 September 1921; and sponsored by Miss Jean Summers, the daughter of Congressman J. W. Summers of Washington state. However, on 8 February 1922, two days after the signing of the Washington Treaty for the Limitation of Naval Armaments on 6 February 1922, all construction work ceased on the 75.9 percent completed dreadnought. Ultimately, her uncompleted hulk was towed out to sea, where attempts were  made to sink her as a gunnery target on 25 November 1924.
